Petroleum Industry Act

Article 1 Section 3 (3) states that The licensee or lessee shall use his best endeavours to increase so far as possible with his existing facilities, the supply of petroleum or petroleum products, or both, for the Federal Government to the extent required by the Minister. Article 64 also mention the transformation of NNPC to NNPC limited, which remains the SOE of Nigeria, and seems to have rights to give permits or not.
